IP Exclusion. IP addresses can be exempted from the campaign-level search ads. This setting was intended to stop click fraud by known fraudulent IPs. It can also be used occasionally to stop employees from clicking on their own ads, which could lead to a waste of ad budget. This may be the reason you aren’t seeing ads at work but can see them elsewhere.
Your ad rank might be too low. Low ad positions can be caused by two factors, Max CPC (though ad extensions can also play a part), and Quality Score.
